What is CPM? Cost per 1,000 ad impressions, rates in Poland, and how to lower it

CPM is one of the first metrics you'll see in Meta Ads Manager, Google Ads, or TikTok Ads. It tells you how much you pay to show an ad to a thousand people. It sounds simple, but CPM is what actually determines how much overall attention you buy for your budget, and in Q4 it can double in just a few weeks. In this article, we explain what CPM is, what it costs across different platforms in Poland, what influences it, and what you can realistically do to lower it.
What is CPM? Definition
CPM (cost per mille, from the Latin mille, meaning thousand) is the cost per 1,000 ad impressions. If a campaign spent 500 PLN and generated 25,000 impressions, the CPM is 20 PLN. In other words, you paid 20 PLN for every 1,000 times your ad was displayed.
CPM formula:
CPM = (spend / number of impressions) × 1000
An impression is counted the moment an ad appears on a user's screen. It doesn't matter whether someone clicked it, watched it to the end, or scrolled past after half a second. That's why CPM is a reach cost metric, not an effectiveness metric. An ad with a low CPM might generate zero sales, while an ad with a high CPM could be the most profitable one in the entire account.
CPM vs. Other Metrics: CPC, CTR, CPA, and ROAS
CPM is best understood in relation to other metrics, as they are all mathematically linked:
Metric | What it measures | Formula |
|---|---|---|
CPM | Cost per 1,000 impressions | spend / impressions × 1000 |
CTR | Percentage of people who clicked | clicks / impressions × 100% |
CPC | Cost per single click | spend / clicks |
CPA | Cost per conversion (purchase, lead) | spend / conversions |
ROAS | Return on ad spend | revenue / spend |
The most important relationship: CPC = CPM / (CTR × 10). If the CPM is 20 PLN and the CTR is 1%, a click costs 2 PLN. If you use the same creative to increase CTR to 2%, the click will cost 1 PLN, even though CPM hasn't changed. This demonstrates why improving creative is often more effective than fighting CPM alone. You can find more about the links between these metrics in our article on CPM, CPC, and CTR in advertising, and we cover CPC and CTR separately.
What is the CPM in Poland? Rates Across Different Platforms
The ranges below come from the e-commerce and B2B accounts we manage at AdVibes, as well as public benchmarks. Treat them as a reference point, not a strict rule, because CPM in a single account can vary threefold depending on the target audience and time of year.
Platform | Typical CPM in Poland (2026) | Notes |
|---|---|---|
Facebook and Instagram (Meta Ads) | 15–45 PLN | Lowest in Advantage+ and broad audiences, highest in narrow retargeting |
Instagram Reels and Stories | 12–35 PLN | Cheaper video placements, but require vertical creatives |
TikTok Ads | 8–25 PLN | Still one of the cheapest reach options, growing every year |
Google Ads Display Network (GDN) | 3–12 PLN | Cheap reach, low purchase intent |
YouTube (in-stream video) | 15–40 PLN | Depends on format and campaign objective |
Google Ads Search | 100–600 PLN | CPM is not a key metric here; CPC and intent are what matter |
LinkedIn Ads | 120–300 PLN | Most expensive reach, justified only in B2B |
In Q4, especially in November and through mid-December, CPM on Meta and TikTok typically increases by 50–100% compared to September. More auctions, more advertisers, same number of users. If you're planning a Black Friday campaign, account for a higher CPM in your budget from the start.
What Influences CPM?
1. Auction Competition
Ads on Meta, Google, and TikTok are sold via auctions. The more advertisers looking to reach the same person at the same moment, the higher the price. That's why CPM rises in Q4, during sales periods, and in highly competitive verticals like fashion, cosmetics, or supplements.
2. Target Audience
Narrow audiences cost more. Retargeting abandoned carts usually has a CPM 2–3 times higher than a campaign aimed at a broad audience, because many ads compete for the exact same few thousand people. A well-selected lookalike or fully broad audience optimized for purchases delivers the cheapest reach.
3. Placement
The Facebook feed is more expensive than Reels. Instagram Stories are cheaper than the Instagram feed. Audience Network and Marketplace often have very low CPMs, but also low traffic quality. If you don't have vertical 9:16 creatives, you lose access to the cheapest placements.
4. Ad Quality and Relevance
Meta and TikTok reward ads that users enjoy. High CTR, longer watch time, saves, and shares lower auction costs. Ads that are hidden or reported are penalized with a higher CPM. In practice, a strong creative can lower CPM by 20–30% without changing any settings.
5. Campaign Objective and Optimization
A campaign optimized for reach has the lowest CPM because the algorithm hunts for the cheapest impressions. A campaign optimized for purchases has a higher CPM because the algorithm seeks people likely to buy, and those users are more expensive. This is normal and expected. A low CPM in a sales campaign is often a sign that the ad is being shown to random, low-intent users.
6. Seasonality and Day of the Week
Beyond Q4, higher CPMs occur ahead of Valentine's Day, Mother's Day, back-to-school periods, and during the first few days of the month when people have just been paid. Across the week, weekday evenings are usually the most expensive.
7. Ad Format
Video in Reels and TikTok has a lower CPM than static graphics in the feed. Carousels and collections tend to be more expensive than single images, but they often make up for it with higher CTR.
How to Lower CPM: 8 Practical Ways
1. Give the Algorithm a Broad Audience
In sales campaigns on Meta, broad audiences or Advantage+ Audience with signals instead of hard constraints currently perform best. Manually narrowing by interests usually drives up CPM without improving results. We cover this in detail in our article on Advantage+ Sales campaigns.
2. Enable All Placements, but Prepare 9:16 Creatives
Advantage+ Placements allows the algorithm to purchase impressions where they are cheapest. The prerequisite: you must have vertical creative variations. A single 1:1 image placed everywhere looks poor in Reels and harms overall quality.
3. Test More Creatives
Creative fatigue is the most common reason for rising CPM in an account. If the same creative has been running for three months, frequency climbs, CTR drops, and CPM increases. Prepare several distinct angles, hooks, and formats rather than ten variations of the same graphic in a different color. Learn how to produce these assets in our guide on advertising creatives.
4. Monitor Frequency
In reach and retargeting campaigns, a weekly frequency above 3–4 usually means you're showing ads repeatedly to the exact same people. Cap your frequency or broaden the audience.
5. Leverage Video and UGC
Creator-recorded content that blends into organic feed content delivers lower CPM and higher CTR than studio productions. See how UGC marketing works.
6. Consider TikTok and Reels
If your target audience is between 18 and 40 years old, TikTok currently offers the cheapest reach in Poland. Check out our TikTok Ads guide.
7. Don't Waste Budget on Narrow Retargeting
An audience of 2,000 abandoned cart users with a 100 PLN daily budget is a recipe for a 100 PLN CPM and a frequency of 10. Small audiences only require a modest budget; allocate the remainder toward customer acquisition.
8. Improve Pixel and CAPI Signals
The better the conversion data the algorithm receives, the more accurately it targets audiences and the fewer impressions it wastes. Implementing Conversions API lowers cost per result and often CPM as well.
When a High CPM Isn't a Problem
Many advertisers panic at the sight of a 60 PLN CPM. However, if that campaign delivers a 3% CTR, a 4% conversion rate, and a ROAS of 6, the high CPM simply indicates that the algorithm found high-value, converting users. Always focus on cost per result and ROAS, treating CPM as a supporting metric that explains why your cost per result shifted.
Conversely: an 8 PLN CPM in a sales campaign with zero purchases is a warning sign that the ad is reaching cheap, low-value traffic, such as via the Audience Network or overly broad geo-targeting.
How to Read CPM in Reports
Only compare CPM within the same platform, objective, and time period. Comparing CPM from a reach campaign to that of a sales campaign makes no sense. Useful questions during analysis:
Is CPM increasing alongside frequency? If so, creatives are fatiguing.
Did CPM increase across the entire account or in just one campaign? If account-wide, the cause is usually seasonality or competition.
Is cost per result increasing alongside CPM? If not, there's no issue.
Is low CPM the result of cheap, low-quality placements?
CPM in Google Ads
In search campaigns, CPM is practically irrelevant because you pay for clicks from people actively searching for your product. In the Display Network, YouTube, and Performance Max, CPM returns as a key measure of reach cost. In video campaigns, you can even set a target CPM (tCPM) strategy. Frequently Asked Questions About CPM
What is a good CPM?
One where your cost per result stays within target goals. On Meta in Poland, a CPM of 15–30 PLN in a sales campaign targeting a broad audience is typical. Above 50 PLN, it's worth reviewing frequency, placements, and creative quality.
What is the difference between CPM and eCPM?
eCPM (effective CPM) is the calculated cost per 1,000 impressions for campaigns where you pay based on a different model, such as cost per click. It allows you to compare reach costs regardless of the billing model.
Can I set a maximum CPM?
Meta doesn't offer a direct CPM cap, but you can set a cost per result goal or bid cap. In Google Ads video and display campaigns, a target CPM strategy is available.
Why does CPM rise in November and December?
Because there are more advertisers competing with larger budgets in the auction while the user base remains unchanged. This affects all platforms and every industry.
Does a low CPM mean a campaign is good?
No. A low CPM simply means cheap reach. A successful campaign is measured by customer acquisition cost and ROAS.
